Dockerfile install package not working

I just started docker-compose after a while and am having issues I don't understand. I want to install net-tools on the container, but it does not seem to work like it used to.
my Dockerfile looks like this: file1

MAINTAINER

# RUN apt-get update && apt-get install -y bash
# RUN apt-get update

ERROR: Service 'logstash' failed to build: The command '/bin/sh -c apk add net-tools' returned a non-zero code: 127I have tried apt-get but is not working.
How am I supposed to install packages on compose?
